How a TrueMoney Wallet funds your BK8 balance
Ten thousand TrueMoney agents sit between Cambodians and the formal banking system, and any one of them will move money for sixty-odd institutions off a single KHQR scan. Here is how that becomes a playable balance with us: the rail underneath it, the dollar rule, and what it costs.
The agent counter is the product, not the app

TrueMoney Cambodia is part of Ascend Money, backed by Ant Financial, and it operates the largest agent network in Southeast Asia at 65,000 agents across the region. Ten thousand of them are in this country. That density is the reason this page exists at all: for a great deal of Cambodia, a TrueMoney agent is nearer than a branch, an ATM and a working card terminal put together. The counter is also not a TrueMoney-only window. Present your KHQR code there and the agent will do cash-in or cash-out for accounts at more than 60 Bakong member financial institutions — your ABA account, your ACLEDA account, your Wing balance — in riel or in dollars, whichever you happen to be holding. The wallet is the front door. The network behind it is the point, and it runs on the Bakong rail operated by the National Bank of Cambodia.
Five published ways to load a TrueMoney Wallet
Before a True Money deposit can reach us it has to reach the wallet, and TrueMoney publishes five routes for that. One of them leans on KHQR, Cambodia's single national QR standard — one merchant code that accepts customers of any participating bank or e-wallet, launched in early July 2022 with all 37 Bakong participants supporting it on day one and replacing roughly 50 mutually incompatible bank QR codes at checkout. Three of the five are digital. The other two involve handing physical notes to a person across a counter, which in a country where most everyday money still moves as cash is not the primitive option — it is frequently the quickest one. One currency rule decides whether the money lands
We run Cambodian balances in US dollars, and that sentence governs everything below it. Our platform uses two internal codes for this market, KHUSD and KHEUR, which resolve to dollars and euros, and our registration configuration restricts the Cambodia region to a single currency: USD. The string KHR appears zero times in that configuration. There is no riel account with us to open and no quiet conversion step waiting inside the cashier to rescue a riel transfer. Now set that against the rail's own hard constraint. Bakong carries exactly two currencies, riel and dollars, and it keeps them strictly apart: the transfer currency and the receiving account currency must match, and there is no in-app FX anywhere in the chain. Put the two together and a single instruction falls out. Whatever happens earlier in the journey, the leg that reaches us has to be a dollar leg. A riel balance in your TrueMoney Wallet is real money and it spends everywhere in the country — it simply will not become a dollar transfer by wishing.
A TrueMoney agent handles both — cash-in and cash-out run in riel or dollars, your choice at the window. That makes the counter the sensible place to settle which currency you are carrying, before you open the cashier rather than after a deposit has stalled. Three bank codes are configured on our side for Cambodian deposits — Maybank, ABA and ACLEDA — and TrueMoney is not one of them, because it is a wallet rather than a bank: it reaches us over KHQR and the Bakong rail underneath it.
Funding your account from TrueMoney, step by step
Do this in one sitting with the phone in your hand. The sequence assumes the TrueMoney Wallet is installed and funded already; if the balance is sitting in the wrong currency, fix that at an agent counter before you start. Sorting out currency halfway through a deposit is how people lose an afternoon.
- Check the currency of the balance you intend to send. The rail will not convert it for you and neither will we.
- Finish verification before you fund anything. A Cambodian account with us needs a mobile number on the 855 country code and an email address, both verified, and identity checks run through Sumsub on this currency.
- Decide the amount before you open the cashier rather than during. The welcome match is calculated from the first deposit that posts, and a first deposit happens exactly once.
- Open the cashier and pick the TrueMoney or KHQR route. Read the currency on the confirmation screen; if it does not say USD, stop there.
- Send from the wallet, or let the cashier show you a KHQR code to scan. TrueMoney Cambodia is on the published Bakong member list, so this moves on the same rail as a bank transfer.
- Wait for the confirmation instead of refreshing the page. This moves over Bakong, the same rail carrying bank-to-bank transfers, not through a card network with a batch sitting in the middle.
- Read the minimum for the route on the cashier screen before you confirm rather than assuming one. Once the deposit posts, claim the offer — +1500% on that first deposit and 250 free spins.
Why the agent counter beats the nearest ATM
Here is a comparison nobody puts on a payment page, so we will. A TrueMoney agent performs cash-in and cash-out for more than 60 Bakong member institutions off one KHQR scan, at 10,000 counters, in riel or dollars, and hands you a paper receipt while a push notification lands in your own bank app. The procedure is short enough to state in full: go to the nearest agent, let them scan the QR code from any Bakong member app, hand over or receive the amount, confirm. An ATM does a narrower version of the same job and charges for the privilege. Cambodian operator fees run roughly 4 to 10 US dollars per withdrawal depending on the bank — Vattanac at the low end, ABA commonly cited at 6 to 10, ACLEDA, Canadia and CPBank commonly cited around 5. The standard per-transaction limit at ABA, ACLEDA, Canadia and CPBank is 500 dollars. Most machines dispense dollars, some let you choose, and they will hand you 50s and 100s whether you wanted them or not. Anyone who has tried to break a hundred at a noodle stall on Street 271 understands why that last detail matters.
- The counter works for accounts at 60-plus institutions, not only for TrueMoney customers.
- Riel or dollars, decided by you at the window rather than by whatever the machine is loaded with.
- A paper receipt plus a push notification in your own bank app — two records of one movement, not one.
- Ten thousand counters nationwide, which is a different map entirely from branch networks and ATM fleets.
- Wing runs the same trick from the other side, with free cash-out at 12,000-plus agents and no minimum.
Both banks are configured on BK8 for Cambodian accounts, so money moves on rails you already use every day.
Fees, ceilings and who actually publishes them
Cambodians ask about fees before they ask about anything else, and the honest answer on this rail is that no single institution publishes one set of numbers. The National Bank of Cambodia operates Bakong and sets the rail; each of its 63 official members sets its own amount ceilings on top, with seven more institutions in the process of integrating. There is no cap at all on how many transfers you make in a day — only on amounts, and those belong to whoever is holding your money. The table below gives the figures that are genuinely published, next to the name of whoever published them, so you can tell a rule from a rumour before you move anything.

Riel in your hand, dollars in your account
Cambodia lives with two currencies at once and has done for a long time. At the end of 2025, 83.4% of broad money here was denominated in US dollars. The working retail convention is 4,000 riel to the dollar, with riel handed back as change for anything under a dollar — that is the number in people's heads, not a market rate. The market rate sits close but above it: ACLEDA's published board on 10 September 2026 read 4,048 riel buy and 4,062 sell. Why riel became sub-dollar change is structural rather than cultural. From June 2020 the National Bank moved to phase 1, 2 and 5 dollar notes out of domestic circulation, having banks collect them and ship them abroad. Small notes were never banned or invalidated; banks simply lost the incentive to distribute them, and riel filled the gap in denominations from 100 up to 50,000, with no coins in practical circulation. For a deposit the takeaway is narrow. An amount converted at the 4,000 convention and the same amount converted at a board rate are not the same amount, and the difference comes out of your side. Hand the agent the currency you actually want to end up holding and the arithmetic disappears entirely.
Getting it back out, and the other doors in
Money leaves the way it arrived. A withdrawal is this rail run backwards — dollars out to a dollar destination, no cross-currency step in the middle — and a TrueMoney agent will turn the result into notes across the counter without a card or a machine anywhere in sight. One last piece of housekeeping, and it outranks every fee table above it.
