Why the border floors were never built for Cambodians

The straight version first. Gambling by Cambodian nationals has been unlawful since the 1996 Law on the Suppression of Gambling, which outlawed every unauthorised form of it. Online gambling was banned with effect from 2020, and the Law on the Management of Commercial Gambling, promulgated that same year, created the Commercial Gambling Management Commission of Cambodia as the regulator. Under that law an online licence can exist only as an integral part of a land-based casino licence — there is no standalone online permit for anybody to apply for. Two consequences follow, and both bite harder at the border than anywhere else. The first is that a licensed floor inside the country is licensed to serve people who are not Cambodian nationals, which is precisely why the industry clustered where visitors arrive instead of where Cambodians live. The second is that no offshore operator holds a Cambodian licence, ourselves included, so the honest question is not who is licensed here but whose licence you can actually read. The claim to walk away from

Any site telling you it is licensed in Cambodia, regulated by the CGMC or approved by the National Bank of Cambodia is inventing it. Cambodian online licences do not exist separately from land-based casino licences, and nobody offshore holds one. Cash at the border costs more than people budget for

Cambodia runs on dollars — 83.4% of broad money was denominated in US dollars at the end of 2025 — and a casino town runs on cash dollars in particular. That is where the arithmetic quietly turns against a day trip. Local ATM operator fees run roughly 4 to 10 US dollars per withdrawal depending on the bank, with Vattanac at the low end, ACLEDA, Canadia and CPBank commonly cited around 5, and ABA around 6 to 10. The standard per-transaction limit at ABA, ACLEDA, Canadia and CPBank is 500 dollars, so a real bankroll means several withdrawals and several fees stacked on top of each other. Most machines dispense dollars, and they hand out 50s and 100s whether you wanted them or not. Then there is change: from June 2020 the National Bank of Cambodia moved to phase 1, 2 and 5 dollar notes out of domestic circulation, having banks collect them and ship them abroad. Small notes were never banned or invalidated; banks simply lost the incentive to distribute them, which is the structural reason riel now fills the sub-dollar gap at the familiar 4,000 convention. Why a plan built around a crossing carries an extra variable

Most casino pages skip this part, so we will keep it short and stick to what is on the record. The Cambodia–Thailand border conflict has been live front-page news through 2026: Fresh News led on 10 September 2026 with a Preah Vihear headline reporting 501 targets struck on the temple structure and damage in over 560 places. A UNESCO-ICOMOS advisory mission report released on 9 September 2026 recorded 142 damaged areas at Preah Vihear from the July 2025 attacks and 420 from December, describing the site as under serious and specific danger. The visitor economy has moved with it: Cambodian international tourist arrivals fell 47.9% in the first half of 2026, to 1.75 million. None of that is a closure notice for any particular town, and we are not going to invent one. It is simply why we would not build a weekend around a crossing this year — and why a lobby that opens on the phone in your own commune has a practical argument behind it, not only a commercial one.

The same games, minus the highway

Our Cambodian lobby is not a cut-down regional template with a flag stuck on it. A provincial town is exactly where an agent network beats a branch network, and Cambodia has two of them running at national scale. One rule decides whether a transfer lands

We hold Cambodian balances in US dollars.
